Reading the numbers

What 47.9% at Hull actually means for your budget.

9,706 candidates took the car practical test at Hull during 2025/26 and 4,652 of them passed, a pass rate of 47.9%. That is a high-volume centre, ranked 224th of 308 on pass rate, and 20th of 29 inside Yorkshire and The Humber.

That lands within 2.1 percentage points of the 50.03% national figure and 2.5 points below the 50.5% Yorkshire and The Humber average, which makes Hull an ordinary centre on the DVSA table and puts the cost question back on preparation rather than location.

Turn 47.9% into money. One divided by the pass rate gives 2.09 expected attempts before a first pass, so the average candidate at Hull pays the £62 weekday DVSA fee about 2.09 times, or £129. Add 1.09 expected retakes at 7 hours of extra tuition each, charged at the Yorkshire & Humber rate of £32 an hour, and the extra lessons come to £243. The test cycle at Hull is therefore about £373. Testing here therefore costs about £25 more than the same candidate would spend at a centre sitting on the 50.03% national average, purely because of the extra attempt the pass rate implies.

A fail at Hull costs time as well as money. The median wait between booking and testing was 14 weeks in July 2026, 2.1 weeks above the 11.9-week national median. At 1.09 expected retakes that is about 15.2 weeks of additional queueing, and most learners keep paying for an hour or two a month through it. In the same month DVSA offered 1,856 standard slots inside the booking window here and 3.6% of them were still free to book.

First-timers do better than the headline suggests. Of 4,921 first attempts at Hull, 2,426 passed, a rate of 49.3%, which is 1.4 points above the all-attempts figure. 164 of those first tests were passed with no driving faults recorded at all, 3.33% of them. The gap says the candidates arriving well prepared are getting through, and the all-attempts rate is being pulled down by repeat attempts.

Since 2021/22 the pass rate at Hull has fallen by 4.4 points, from 52.3% to 47.9%. Test volume has grown over the same span, from 8,023 to 9,706 tests a year. On the cost model above, that shift alone is worth about £50 to the average candidate.

Male candidates passed at 46.9% and female candidates at 49.2%, a gap of 2.3 points across 5,485 and 4,221 tests. Automatic tests made up 27.6% of the workload and passed at 41.5%, 6.4 points below the manual-inclusive rate, worth knowing before paying the automatic lesson premium. Month to month the rate ran from 45.0% in November 2025 to 53.0% in February 2026, a 8.0-point swing that shows how little a single month proves.

Among centres of a similar size in Yorkshire and The Humber, York runs 6.5 points higher at 54.4%. On the same arithmetic that is roughly £71 of expected difference. Before moving, price the switch: a new instructor or extra travel for route familiarity typically costs £60 to £120 plus two settling-in lessons, which eats most of a gap under about eight points.

A 17-year-old passes at 64.4% here. A 25-year-old passes at 46.0%.

Split Hull by age and the headline 47.9% comes apart. 17-year-olds passed 64.4% across 1,239 tests. 25-year-olds passed 46.0% across 265. That is a 18.4-point spread, 3.4 points wider than the 14.9 points separating the same two ages nationally.

Put that through the same arithmetic the rest of this page uses and the gap stops being academic. A 17-year-old at Hull expects 1.55 attempts, £220 in fees and retake lessons. A 25-year-old expects 2.17 attempts and £397, £177 more on identical £62 fees and the same £32 Yorkshire & Humber lesson rate. The only thing that moved was the pass rate.
